Matthew G. Winegar, AICP

Mr. Winegar has over 38 years of public agency planning, project management, and organizational development experience, including 20 years as Development Services Director for the City of Oxnard, a southern California city of over 203,000 population.  

Public Sector Planning

Mr. Winegar has served as either the project planner or  as manager of many large scale residential, commercial planned development, master planned communities and business parks.  He directed many different and varied land use special studies, two major General Plan updates, a Local Coastal Plan, and a Downtown Strategic Plan. He also has extensive experience in emergency management and land use planning.

Project Management

Mr. Winegar has served as the project manager for several large capital and real estate projects. including:

• The $22M City of Oxnard Service Center
• The $11M Oxnard Downtown Parking Structure
• The $6M Downtown Street Tree and Sidewalk Replacement Project
• Acquistion of the 30 acre Campus Park Site (former high school campus)
• Settlement of the Oxnard Shores Inverse Condemnation Litigation and Resubdivision

Development and Property Owner Advocacy

Developer and Owner representation and project advocacy.  Matt has experience in advocating for advancing the interests of projects and their proponents.  Mr. Winegar has expertise in dealing with complex projects, issue resolution, and code compliance resolution and mediation of competing interests in development projects.   

Organizational Development

Mr. Winegar has facilitated strategic planning and organizational improvements for several public and non-profit organizations. These include Performing Arts Center Board (City of Oxnard), Recreation Division (City of Oxnard), Oxnard Library Board (City of Oxnard) and non-profit organizations that include the Gull Wings Childrens Museum and the American Youth Soccer Organization (AYSO).
